Megan is an expert in Water Resources Engineering with a background in Traffic Engineering. Her career started off providing Environmental Services, Traffic Control Plans and Civil Site Plans for variety of projects throughout Maryland, DC and Virginia. Later in her career, she has led a team of engineers in development of over 200 construction/permit/entitlement documents for SWM facilities and Floodplain studies. Her projects number one goal is to optimize the watershed by value engineering stormwater systems within limited resources to achieve maximum Real Estate while meeting client budgets, stormwater entitlement demands, regulations and assisting in the public process. Megan has worked for private development (commercial/residential/mixed use), municipal, state and federal clients in rural, suburban and urban settings. She has been project manager and discipline lead on projects such as but not limited to: VDOT I66 Express Lanes Park and Rides in Manassas and Gainesville; Capital One Headquarters Rezoning, Infrastructure and Construction Plans in Tysons, Fairfax County; Leegate Infrastructure and Tuscarora Village in Town of Leesburg, Loudoun County; Arlington County Parks and Recreation IDIQ; Arlington County Public Schools IDIQ; Traffic Control support for District of Columbia Water and Sewer Authority Combined Sewer Overflow Control Program, DC.
David has over 16 years of experience in the field of transportation engineering. He has experience in all aspects of traffic engineering design including traffic signalization, signing, pavement marking, intelligent transportation systems (ITS), and lighting plans. He has prepared traffic engineering design plans for both the public sector and private developers on design-bid-build and design-build projects throughout Maryland, Virginia and Washington DC and has experience working with local, state and federal agencies. Mr. Newberger has been project manager and discipline lead on projects and engineering on-calls ranging from $50,000 to $2 Billion including: the VDOT I-66 Express Lanes Outside the Beltway; VDOT I-64 Express Lanes Toll Systems and Services; CBBT Parallel Thimble Shoal Tunnel; VDOT I-66 Inside the Beltway Toll System and Services; VDOT I-95 Express Lanes Southern Terminus Extension; VDOT I-495 Express Lanes (GEC); VDOT I-95 Express Lanes (GEC); Fairfax County Transportation On-Call; City of Lynchburg Two-Way Conversion Traffic Assessment and Design; City of Alexandria Pavement Marking Design for Complete Streets; DDOT Bicycle Facilities Design and Traffic Analysis.
Over 30 years’ experience in the design and construction of electrical systems. Field of expertise includes the design and operations of high, medium and low voltage power systems, Security & fire protection systems, automatic controls, lighting systems for interior and exterior facilities, on-site power generation, and UPS backup systems. Has a specialty in troubleshooting faulty systems, identification of energy conservation potential, and preparation of operation and maintenance manuals. Conducted facilities condition assessments for U.S. government facilities in the U.S. and in 80 countries worldwide. Prepared reports/presentations, conceptual designs and complete construction documents. Performed complete construction contract administration for a variety of commercial, institutional and research facilities including office buildings, nursing homes, libraries, parking lots and structures.
